Abstract: A strong pure 0-1 model for Rapid Transit Network Design (RTND) planning problem along a multi-period time horizon under uncertainty in passenger demand, strategic costs and network disruption is presented. The problem has strategic decisions about the locations and timing of stations and edges for selected periods in the time horizon, and operational decisions on the available network at the periods. The uncertainty in the strategic side is represented in a multistage scenario tree, while the uncertainty in the operational side is represented in two-stage scenario trees which are rooted with strategic nodes. Thus, the individual realizations of the operational stochastic parameters at a given period should not influence  the future strategic decisions in this type of problems, but only the operational ones on the already available elements of the network at that period and, then, on the strategic decisions at earlier periods. Observe that the strategic decisions are not based on punctual operational decisions at the periods. The 0-1 deterministic equivalent model can have very large dimensions. For assessing the validity of the proposal, a broad computational comparison is performed between the plain use of a state-of-the-art MIP solver and the proposals made in this work.
